The paper outlines urgent, medium-term, and long-term recommendations, including the establishment of local representative councils, reform of national laws, inclusive humanitarian aid, and support for international investigations into rights violations. It concludes that ensuring the rights of these groups is not only a matter of justice but a key foundation for sustainable and inclusive peace in Yemen.
